The War on Drugs has apparently been a colossal failure. Hundreds of billions of tax dollars spent, devastating drug violence in Mexico, ballooning drug-related prison population, etc, etc. What else can be done? What are some sensible, economically viable, solutions to this problem?

Idea Description

It's obvious, isn't it? Shift from drug punishment to drug treatment. No amount of punishment will deter an addict--even in prison they can get drugs, and who can deprive them of more than they already deprive themselves?

If we spent the money now thrown away in law enforcement into making detox facilities and follow-up counseling available for the asking, we'd dry up the addict market, which would dry up the crime supporting it. And then we could ratchet down the expense of detox.
